(57) The present invention relates to: a low-carbon cement composition using refining slag; and a process technique for same. According to the present invention, it is possible to improve a process for refining slag, which has conventionally been disposed in landfills without being utilized, and produce a quick-setting cement composition without a firing process through the processes of particle size sorting and magnetic sorting of the refining slag, thus having the effect of providing a quick-setting cement composition having a low carbon footprint.
