(57) The present invention provides a hydraulic composition including 95 %-75 % by mass Portland cement clinker and 5 %-25 % by mass manganese slag (with the total clinker and slag amount being 100 % my mass), and containing 0.5 %-4.0 % by mass SO3. This composition can be used as a hydraulic composition having comparatively little reduction in strength development despite containing manganese slag as a mixture material.
