(57) The present invention relates to an eco-friendly cement additive composition for fixing heavy metal ions in normal cement, and provides an eco-friendly cement additive composition for fixing heavy metal ions, comprising: (1) 50-85 wt% of fluidized bed boiler ash; (2) 1-15 wt% of anhydrite powder; (3) 5-20 wt% of blast furnace slag; (4) 5-10 wt% of at least one selected from the group consisting of porous expanded vermiculite powder and expanded diatomite powder; and (5) 1-5 wt% of iron oxide powder.
