(57) The present invention relates to an eco-friendly, low-activity CSA-based cement which can replace ordinary Portland cement using limestone and industrial by- products. The clinker as a semi-finished product of cement comprises 20 to 40 % by weight of cubic calcium sulfoaluminate, Wherein the raw material is composed of 40 to 60 wt% of ferrite and 1 to 15 wt% of ferrite and is composed of components of CaO, SiO, AIO, FeO, SO and Mg0 at 1200 to 1350 °C followed by firing. The cement clinker has the effect of reducing the amount of limestone to be used rather than ordinary Portland cement and recycling industrial byproducts as useful resources by using waste aluminum slag and dust, which are low in Al content and high in Mg0 content. In addition, compared to Portland cement, the production temperature is lowered by 100 °C or more to reduce the energy consumption, and the CO generation can be greatly reduced by the reduction of fuel amount and the effect of reducing limestone usage.
