The thallium-resistant additive includes elemental gallium and/or elemental indium. The denitration catalyst prepared in the present invention has an anti-thallium poisoning capability which is 2 to 3 times higher than that of the existing catalyst, and the denitration efficiency is stably maintained at 90% or more, thereby achieving the breakthrough of denitration catalyst technology under the condition of cement kiln thallium-containing flue gas. By means of the catalyst of the present invention, the service life of an SCR denitration catalyst can be prolonged, the use costs of a denitration system are reduced, the adaptability of the SCR denitration catalyst in a thallium-containing flue gas condition is improved, and the production costs of denitration operation and management are reduced, and thus the catalyst has great economic value.
